Question White line at the bottom of the screen when screen is black

Hi All,

I see thin white lines appearing and disappearing on the bottom of the screen (as shown in the video). These can only be seen when the screen is black.. ex, when watching a movie. Does anyone have any idea what type of hardware failure can cause this?

It's the horizontal white line at the bottom of the screen; it appears and then disappears. It does not move; it appears in the same place.

The line appears for a single frame - between seconds 4 and 5.
Very hard to catch it.
