White Lines/Bars appear on screen

Hi,
My pc specs are :
ASUS Z97 pro WIFI AC motherboard
Intel i7-4790K
ASUS GTX STRIX 980 4GB GPU/VGA
Corsair 16GB RAM
Corsair RM1000 PSU
Windows 10 OS

Problem :
White Lines/Bars are displayed on my screen.
VGA drivers wont install and Graphic Card shows warning symbol in Device manager.
At times resolution is set to 800x600 and will not change to other resolution(in this resolution white bars are not displayed)

Things I've tried :
>I've checked with other monitors.
>Replaced GPU twice & motherboard once as I was requested to test them both by the manufacturer.

The problem remains same.. Please help me thank you It's been 4 weeks already and not solution yet.

I'd start with a fresh install of Windows and once up and running download motherboard and GPU drivers before doing anything else. Is this a legal copy of Windows?

I did that too, installed a fresh copy of legal windows and then installed updated motherboard drivers and graphic drivers and yet I see the same problem. I checked this issue with different monitors too.

And you still cannot install the latest Nvidia driver from there website? Is your monitor plugged into the motherboard instead of the GPU?

Yes exactly, even if I try installing somehow nothing happens still the same issue. When I check the graphic card properties from device manager it shows code 43 error. No monitor is pugged to GPU only not to motherboard.
