White lines in almost all games & 3D applications

(Sorry about putting this in the GPU section, if it's wrong, it's my fault-- first post here)

I'm having issues with my GTX 750 Ti.
There are small, flickering/shimmering white lines on 3D objects and such, in games and 3D software.
I have not noticed this in Blender or other 3D creation software, but it seems to be in games like Skyrim, MMD (3D software) and a few other places I've seen it.
It all ranges depending on the game/application, but it's generally always the same thing.

I have tried all of the following:
- Check the monitor and it's settings - fine.
- Swap HDMI cables to determine whether it's a display issue or not - not a display issue.
- Switch monitors to see if I have a bad monitor - it's the same.
- Take apart my PC and clean the dust from various spots - did nothing.
- Check NVIDIA control panel to switch options from "use custom settings" to "use default NVIDIA settings" - didn't fix it.
- Switch up settings in NVIDIA control panel to fix it - didn't fix it either.
- Checked/changed Vsync, Mipmap (Anisotropic) and Anti-Aliasing settings in both the games/programs and in the driver settings - didn't fix it.
- Swap connection types from card to display -- problem still exists.
- Install the oldest driver available for my card from NVIDIA's website and keep updating the drivers until I'm at the latest driver -- problem was still there for every update.

Temporary fixes I've found:
* completely disable ALL anti-aliasing, lines aren't there, but I can't have aliased 3D videos, c'mon.
* disable double-sided materials in PMX editor, can still see little white lines and white dots here and there, but this is the most I've come in ways of "fixing" it. (this still can't be fixed in games like NieR: Automata and Skyrim.)

This MIGHT be a driver issue, because I've had a few driver updates and I've not noticed this until a few months ago, but never found out what was causing it.

As for what this looks like, imagine you have yourself a 3D model, in a 3D space.
It's just standing there, but move the camera, and what appears to be the model's wireframe (best I can explain it) seems to clip(?) with the mesh and flicker through.
It is EXTREMELY annoying to look at, and my work deals with a lot of 3D applications, so this is very bothersome, especially when you make public animation videos.
Upon researching it, I only could track this issue down to Minecraft users having the same issue. It's the exact same thing, but for other games/programs.
But since this is for more than one program for me, I can't simply fix it using the methods others used.

(Loaded a completely dark shader so I could see the lines better)

(Nothing but the fan speed is overclocked, as far as I know.)
(Default fan speeds were terrible.)

Anyone got any ideas?

I don't have another video card, and I'm not sure what you mean by another connection type.
 


You are using HDMI, the card has multiple connections see if any of them work differently.

I tried that already, just forgot to list it, it didn't change anything.
I actually (sorta) fixed this already, turns out I just needed to go into the model itself in my editor and disable double-sided materials.
I can still see little bits of lines here and there, and sometimes some little white speckles, but other than that, it's mostly fixed.
I still have no idea what could be causing it, I've gone over every option.
Even went back to the oldest drivers available for my card on NVIDIA's website.

EDIT: seems this problem now exists elsewhere too, I've seen it in NieR: Automata at times.
I really have no clue, it'll have to be the card because there's no other explanation.
My setup is fine, right power supply, 8GB of memory, 4 fans (at slightly overclocked speeds), water cooling unit on the CPU...
This shouldn't be an issue, but for some reason it is. :/
