White O's on screen

When I turn on my Dell xps 410 vista there are white O's with dots in the middle of them on the screen and it won't do anything else. Is this a crash , the motherboard or graphics card or what? Help Appreciated

Those are "zeros" in the DOS world. Typically means that the graphics card is faulty, so worth testing with a known working graphics card to see if indeed that is the problem.
