white screen of death ?

What do you think the cause of your white screen is? Sometimes it's caused by the mobo, gpu etc. but other times it can be caused by viruses on your PC.

Sorry i can't help you more 🙁, A re install of windows will probably fix it but if you have a problem with your hardware i don't think a re install would change it. But there's no loss in trying 😀

i did test for GPU , CPU and PSU but how can i test the mobo ??

The mobo is probably the hardest part to test due to the fact that every part is connected to it. try unplugging your gpu and plug your monitor directly into the mobo then try and access the bios. If you don't have a white screen then i'm going to presume it's either a dead PCI-E slot or it's a virus. The easiest thing you can do right now is just re install windows and if that doesn't work you've narrowed it down to the mobo.
