White Screen on start-up, no access to desktop or toolbar or task manager

Hi there, since yesterday whenever I start up my PC is shows the desktop for about 3 seconds then a white screen covers everything and stops you from being able to interact with anything to do with the pc apart from move the mouse about.

There have been many threads on this that I have seen but no solutions without getting the vista disk and doing a system restore which I am not able to do at the moment.

Safe mode does not run either, i have tried doing a sfc/ scannow from another hard drive/boot targetting the suspect drive but it doesnt allow it.

Thanks if anyone can help me out.

Also the thing is that the desktop and PC is still running underneath the white screen, i can open a mp3 file quickly before the white screen, and it is still playing while i cannot do or see anything but the white screen.
 
At least the screen is white and not covered in icons and fake graphics culled from the Net. That's what happens when you only partially delete some Ransomware attacks - the icons and graphics they use go into Temp folders but the background remains. Did you have such an attack and try to clean it up? In the US they call it the FBI Virus (although it isn't one) and in the UK it purports to come from the Police. They're usually Russian and demand money form you.

You should be able to get in using Safe Mode with Command Prompt because the command form holds the door open before the system can automatically be shut down. If you had an attack and can get in that way, post back for more information on how to deal with it.
 
The white screen refers to the gpu, you have the reolution on too high and are using the laptop for way too long.

You say Pc but this type of issue usually only occurs with laptops. If you can see partial of the desktop, consider using a different monitor or a TV .
 
You're missing a couple of points here, Davidchase - one is that this thread died three months ago and the other is that Tom's is a help and advice Forum. For sure, Microsoft has one too but here we advise folks and we don't pass them on to other fora. I've removed another of your posts which was in answer to a nine month old question.
