Question White symbol on monitors

So my pc froze and appeared white symbols all over both my monitors, i restarted my pc in hopes to fix, but now it wont startup past the bios menu, can only access that and the f8 windows diognostic screen that lets you factory reset etc, any help would be awesome.

Just got this error when i turned my pc on

This was a issue on RTX GPU's if I remember correctly...Try a complete uninstale of the GPU drive with DDU and then fresh Nvidia drivers install.

Id consider this thread closed, found the issue it is my 2070, gonna rma it and hopefully this doesnt happen again, not knowing what is wrong with your system can be scary.
