Question White VGA Light, but build displays after restart

I recently completed a new build (posted below) and been trying to troubleshoot a white VGA LED on my mobo. I followed normal troubleshooting (reseated everything, checked all connections, tried with a different GPU, plugged HDMI into mobo and not GPU, etc.) but I'm still confused as to why I'm getting a white VGA LED.

My main confusion is that the system POSTs and I can even use the computer after restarting once. The usual process starts by me powering up the system. It goes through its boot sequence, but gets stuck on the white VGA LED. The system won't display so I restart the system. This time, the boot sequence goes through without a hitch and I can log in and use the computer without an issue.

I'm inclined to think something is wrong with the GPU, but it is really a guess at the moment because the system does in fact display and work after a restart. I'm fairly new in terms of builds, so I might be missing something very simple here. What are your thoughts?
