Question Who even made the LGA771 to LGA775 mod for Xeons to fit on LGA775

Who invented and found out that you can modify your mobo/cpu to make it work on LGA775 even though it is not supported (To have Xeons on a mobo that does not support it) and how do they even make the Modded BIOSes for them? Someone please explain the story if anyone knows!
