Are all new PIIIE and PIIIEB the same, except for multiplier factor, ID and quality control?

Yes and no the E series runs @100mhz front side bus and the EB @133 fsb better chance for overclocking with an E. example 100/5.5=550e same chip at 133/5.5=733 with everything still in spec(pci agp etc.) I prefer the E series
 
Yes The FSB is 100 for the E, and 133 for the EB, but is that different production, or just CPU ID.

Well I thought that maybe the higher Mhz models were newer steppings, maybe production in one factory is higher quality than the other, so that maybe certain models had a greater MHz potential. At some Mhz intervals, the price seems to suddenly jump, way more than the extra Mhz. But that may also be Intels way to maximize profits, and if that is the case I wouldnt even consider bying the more expensive chips.

well, that's ture but higher mhz models not always comes with newer steppings.
