Who refurbishes graphic cards

Refurbished, in what sense?

Typically "refurbished" items are either repaired by the manufacturer, or cleaned up by a seller.... sometimes as extreme as replacing caps etc.
The definition really varies and, for the most part, is limited to "current gen" hardware.

What, specifically do you want to achieve? While an 8990 was a pretty high end card (OEM variant of a 7990), it's still a dual GPU setup that doesn't have nearly enough widespread adoption to be overly viable in 2018.

If it's no longer functional, it may be possible to "repair" it, depending on what's actually wrong. Blown caps etc are easy fixes. Deteriorated memory, not so much.

If it's perfectly functional, there's nothing really worth doing to it, other than giving it a good clean perhaps.
