Question Restart, sleep mode or second boot will trigger display, audio and mouse stutter ?

hey guys i need help please ,My whole pc stutter both display and audio(it has a robotic sound buzzing thingy) even the mouse cursor is teleporting every second and sometimes the mouse cursor strangely pulling to the left side of screen but im sure my mouse is not damage because i try different mouse ,The weird thing is when i disable the family controller drivers the mouse pulling thingy is gone,but all my drivers is in the latest version. ,The things it will triggered the stutter when i put my pc into sleep mode or restart the pc ,also second boot when i shutdown the pc and turn it on again after 2 hours ,the only thing it will fix after many times of restart ,this means it has a good boot or bad boot after 10 minutes without any stutter it will continue to run smoothly without any issue.

-clean reinstall windows 10 pro
-clean reinstall graphics driver using DDU
-reinstall all drivers from manufacturer site
-reset cmos
-update to latest version of bios
-change different monitor cables
-change mouse
-ram reseat
-cinebench for cpu it has a decent multi and single core scores

compare the gpu mhz before and after a restart/sleep
I already compare the mhz but it seems fine there's no difference.when i disable Realtek PCIe GbE Family Controller driver the stutter is gone .but the weird thing is i dont use Ethernet cable,i use wireless wifi.i tried disable on board lan in bios ,still happening ,i tried uninstall family controller driver and disable automatic driver installation,but still happening.do you thing this problem more on drivers conflict than hardware?

Seems as If there is something wrong with your RAM configuration, or do i misinterprete these numbers :

Total Physical Memory 15.4 GB
Available Physical Memory 5.68 GB
My Tip :
Try a different kit of RAM If you have one, try one stick at a time and maybe exchange them.

Do you have Virtualization turned on in your BIOS? With many computers turning it on results in the system memory being totally cleared during a reboot.
