Whole PC, Main Power Stability

The power in Volts or Watts or any other form coming from all parts of an entire PC, which sections are the ones that should always be stable and which should be moving up and down?
For instance I use HW Monitor to view the temperatures for CPU, GPU and Motherboard but I would like to know which of the power sections I see, need to be stable no matter what and which are okay in moving around.

General rule ; if the CPU (intel) is going above 1.4, bad. AMD going above 1.45 I think is also quite bad
If nothing's shutting off or getting really freaking high, good

It's usually common to see temps, power, and clocks go up and down. Look at CPU-Z or something ; your cores will jump around like a kid on a sugar high.
