Whole system shorts out

I have a Corsair 450 PSU and a Gigabyte B250 motherboard installed in a bitfenix case. These are the only current parts inside. I turned it on to see fans run and just to test it out but after a few seconds the whole system resets and starts again? This is my first ever build? Have a broke something or is it normal? I have literally no other part than MOBO and PSU???

Check for any extra stand-offs underneath the motherboard causing a short.

Why check for extra standoffs? A CPU and memory need to be installed to test the motherboard.
