I would say the FX-6300 + Radeon HD 7870 is the better choice since the CPU will not bottleneck the graphics card. Below are CPU performance charts. The Athlon II X4 640 is listed, but the FX-6300 is not, but the faster FX-6350 (by 400MHz) is listed. The graphics card is a nVidia Titan. Notice the big difference in game performance in Metro 2033.

Phenom II X4 960T is the closest one, the fastest available processor with 95watt tdp..

There's no way sempron will match fx6300 peformance..
