Why 4TB disc is still not initialized?

Hello,
I bought brand new 4TB Seagate HDD, after connecting it to PC, it is visible in bios and in the system but windows do not initialize it, why?
It is visible in my Device Manager and in bios (as ST4000DM000) but in Discmgm, Discpart and even in SeagateDiskWizzard it is not visible... please look at picture below:

I update all drivers included bios, changed this HDD place with my second HDD but without results, i reinstall my system and still nothing. Even in program like HDDscan/HDDlifePro do not recognize it. My motherboard supported UEFI.
Disc after connected sounds fine, just like other HDD.
Please any help? What I done wrong?
I work on Win8.1 and Morherboard MSI h87 g41 mate.

You've done some extensive troubleshooting. :)

In most cases, when a drive is recognized by BIOS but not by Disk Management, it comes to drivers. Yet, you've updated all drivers.

Taking into account all the things you've tried, I would suggest you to attach the drive to another computer. That way, you will be sure if there's something wrong with your system or the HDD itself. If the issue persists, then you can just contact the place you got it from and eventually RMA it.

Also, I believe it would not hurt to see if the drive would be recognized under Ubuntu. In case it is, you can reformat it -> switch back to Win -> see if it would be recognized.
You will need a CD or a flash drive, so you can just boot Ubuntu, don't install it: http://www.tomshardware.co.uk/forum/267999-32-recover-data-mode

I will do what you suggested - firstly I will tried to connect it to other PC.
After this I will share my results here.

It seems strange that your output displays "unknown device" under "other devices".
Your OS and hardware seem to be recent.
Have you tried swapping out both drives i.e. swap the connectors to both drives to see if anything changes?
