Looking through the ifarchive for zcode games I spotted sh2.blb. Why
is something in the z code section with a .blb extension (whatever
that may be)?

..blb means it's a Blorb file. Blorb is an archiving format - a way
to pack many files into one. This is usually used to bundle a Zcode
or Glulx file with any other files the game needs, like graphics and
sound files. A Blorb file can be opened by any Blorb-aware zcode
interpreter, like Windows Frotz 2002. If there's no Zcode file in
the Blorb file, the interpreter will tell you so and stop.

Blorb (.blb) is a package format for a game file plus sounds and
graphics resources.

Infocom defined sound and graphics capabilities for the Z-machine, but
they never standardized a single-file portable package for them. Blorb
does that.
