[SOLVED] Why am I getting 90 fps max on GTA v with 50% usage on rtx 2060?

Single player has more fps but still only like 60% usage. CPU is on 20-30% ram is only using 8 GB out of dual channel 3200 16 gb. I know the game engine is old and bad, but I should still be getting full load on you shouldn't I? I have it installed on a 1 tb barracuda HDD if that makes any difference also a 550w PSU which should be enough power. Settings are mostly on high to very high advanced settings are turned off. Also put it on high priority and disabled some Nvidia 3d stuff, but am not sure what to turn off really. Also tinkered with the PCI stuff in power settings to no avail. I think I've tried everything I could find on web but nothing helped. Any suggestions?

Well, your CPU/GPU/RAM looks ok, so unless there is some sort of software/driver issue going on here, I can only imagine that the most likely hardware issue here would be your 1 TB HDD. Have you considered upgrading to a SSD? They aren't that expensive these days.
