[SOLVED] Why am i getting fps drops

Im playing counter strike: global offensive and one moment i have like 100-200 fps and looking at the other place i have 20fps. All gpu drivers are updated. What is the problem? And its not only with this game its with the others too.
GPU: Amd radeon 6950hd
CPU: Amd athlon II X4 955
RAM: 8GB

That's a very weak cpu. The gpu is weak too by modern standards but CS GO doesn't need much gpu power but is very cpu dependent.

Game is Counter-Strike:Global Offensive but it happens in all games
Its not specific time
Temps are OK

Im going to buy new cpu, mobo, and ssd. Cpu is AMD ryzen 2600x. How much that would boost my fps?

However AMD are launching the 3000 series in the next week. Initial previews suggest it will be a good step up over the 2000 series but best to wait for independent reviews.
