Why am I getting low fps on my high end pc?

hi, ive posted before, but that was when i didn't know what to update and stuff. so ive learnt a few things from the last posts about my problem, but i only posted now because this i have no idea why im getting low fps on many of my games. ive used the forums as my last resort. so, when i play games at high settings it always has frequent fps drops, sometimes below 60fps and more. i think it has to do with the nvidia control panel, geforce experience, or just the game. on gta 5, i only get around 50-70fps on ultra/high 1080p. my system is:
gtx 1070
intel i7 7700k
16gb 3000mhz
windows 10
650w psu
2tb hhd
nzxt kraken x62 aio

i have no idea why i get low fps. im quite new to pc gaming and i have no idea what to do. i have a system which can easily run 1440p games, but thats not the case with mine. i cant even run games at 1080p. please help.

Are you getting FPS drops only when playing GTA V?
Download MSI Afterburner and monitor your GPU/CPU temperatures In-Game, whenever the frames drop - check your CPU/GPU temps.
Are you getting constant or just frequent FPS drops? If it doesn't happen constantly it's probably some of your components overheating while gaming, the safe temperatures of your CPU are ~80C and your GPU ~90-95C.

You could try that aswell:
1. Go to NVIDIA control panel, turn Vertical Sync off (do the same in the GTA V settings).
2. In the NVIDIA control panel, set the power management mode to: Prefer maximum performance.
3. Bring up Cortana if you're using windows 10 and type "Choose a power plan", then pick 'High Performance'.
650w PSU? Can you please tell us the exact model and it's manufacturer, I hope you didn't cheap out your PSU cause your case looks like either CPU overheating or a faulty PSU.
Is your PC dusty inside? If yes - clean it up and re-apply thermal paste.

TIME SPY 1.0- Graphics Score 6 211 CPU Score 5 535
FIRE STRIKE 1.1- Graphics Score 18 873 Physics Score 14 029 Combined Score 7 837
CLOUD GATE 1.1 - Graphics Score 118 714 Physics Score 10 127
SKY DIVER 1.0- Graphics Score 62 676 Physics Score 13 203 Combined Score 27 843
are these good, or not?
