[SOLVED] Why am I getting low FPS ?

so i am playing dota 2 and i get around only 60 or 65 fps in game while it is capped only to 100. Is it because of my cpu maybe?

specs
h61m=p31/w8 MB
i3-3210
gtx 1050 ti
16 gb 1600 mhz ram
i only have hdd, was thinking of buying a ssd
