Question Why am i getting lower fps than i should be?

I play a lot of fps game on all low and if the game is pretty such as call of duty bo2 ill play on all high. But the thing is on half of these games I play I run the fps i shouldn't be and I need help with it.
Keep in my I have all my drivers up to date
Pc Parts:
Ryzen 7 1700x
GigabyteNvidida RTX 2060
NZXT Kraken x52 water cooler
Gigabyte B450 Aorus PRO wifi
Tforce 16gb of 3200mhz ram
On CSGO i typically run 100 fps ,Rust 40-80fps, and most games are ok.
I would appreciate it if anyone can please help me. This pc is also relatively new about a few weeks.

cpu/gpu temp and usage during the game?
ram running at 3200?
fresh os install
latest bios?

EVGA 850w PSU 80+ Bronze (it was on sale i was disclaiming this because people freak out)
Cpu 28-60 degrees Celsius maybe 70 im not able to monitor while gaming
GPU typically reaches a temp of 70 degrees Celsius
Ram is running at 3200mhz
os is a fresh install
i do have the latest bios
