its a msi x gaming trio and in that screen shot i had discord and escape from tarkov open

That card runs at higher base and boost clocks than most RTX 2080 Supers so that seems about right.

If that GPU is not down clocking when no 3d apps are being used, I would look on the MSI support forums and see if it is an issue with the GPU BIOS.
