Question Why am i getting such low FPS in my games ?

i play apex legends and overwatch/valorant

cpu 8086k@4.0ghz
ram 16gb@3200mhz
motherboard rog maximus x hero
graphics card is amd radeon rx 5700 xt
750w psu
liquid cooled cpu

average fps

valorant is 116.2

overwatch fps average is 218.5

apex legends 163.3

what can i do surely i should be getting higher fps with this system.

Check bios. Bios contains any/all settings that regulate how the pc is supposed to operate, unless changed by software. If you have AiSuite installed, and turbo disabled in it, the pc will boot up with turbo enabled, then when the OS loads and AiSuite activates, it will disable turbo temporarily, for instance. AiSuite can also temporarily apply a software OC, using Turbo-V, which can change turbo behavior, lock cores, set clock speeds and voltages etc After the boot sequence.

Faster the pc runs, higher the fps. To a point.

Nope. Enabling turbo/enhanced, locking cores etc is normal practice on a K sku cpu. If in any doubt whatsoever, you can visit the ROG forums, there be plenty of stuff regarding your board, OC, the 8086k etc, although by now it'll be older stuff, it's still relevant to that application. There's plenty of stuff to be found on the web, I'd strongly advise that you do any research before attempting any bios changes or Turbo-V activity etc. OC and it's application is and can be advanced reading.

also my gpu temp in amd is dispaying as 70 c idle is this normal?

No. 70 is more like a medium load temp. So you have 3 possible issues there. Seriously lousy airflow in the case, the fan/heatsink is clogged with dust, or you are being online crypto mined and don't know it. My guess would be mostly the second and partly the first.
