Question Why am I stuttering in Battlefield 1?

I noticed about one week ago, I started to stutter in BF1. The stuttering happend when the game went to the "Back to Basics" Game mode where for the past week, we could only use iron sighted sniper weapons, I would get frame drops to as low as 20 fps . Which is weird because before my stuttering occurred, BF1 has never stuttered(Well it has in the past, but then I fixed it with a uer.cfg, since the game didn't use all my threads) So I tried a new user.cfg and the user.cfg file I tried didn't work anymore, I also tried to type in the user.cfg commands into the game console, and that didn't work, so I was stuck stuttering. But what I noticed when I monitored my game with MSI Afterburner, was that my game was using all my threads(all thread percentages above 30%, and somewhat evenly depending on the cpu load), at 30 - 80 percent load, but wasn't running at an even 60 -70 percent like it was before when I didn't stutter. I also noticed my GPU percentage wouldn't pass 70 percent and would hover around 62%, and before it used to run at 80 - 95 percent. And also since I have 16gb of ram, the game is only using 7800mb to 8000mb, when In other games it uses over 9000mb. So I'm confused to what happend. I even checked all my drivers to make sure they are the latest version, which they are.

Are you playing at 1080P on a 144 Hz monitor, perhaps?

Is the game installed on the SSD, or on the spinning hard drive?

Temps ok, no signs of throttling? (might try to reduce clock speeds to 3.8 GHz and retest, perhaps mainboard is VRM throttling or power limiting, so downclocking to compensate..)

I am playing at 1080p 60Hz. All my temps seem ok. My CPU is in it's low 60's for temperature. But my GPU seems to be running 10 - 20 degrees cooler. It usually runs around 72 - 77degrees on 80 - 95% load, since my GPU still wont go above 70% usage. I downclocked my cpu to 3.8Ghz and that didn't change anything. I was still stuttering. But what I forgot to mention in the main post, is that in other games like BF5, Rainbow 6 seige, and Monster energy supercross 2, I don't have stutter issues, and my load on my gpu and cpu are normal. Battlefield 1 is installed on my HDD, as well as Rainbow 6 Seige and Monster Energy Supercross. BF5 is on my SSD.
