Question Why are my browser tabs locked on first boot ?

I have a weird issue that as been happening for a while and was hoping I might be able to get some help fixing.
Each morning, I turn my computer on and open a browser (chrome), and open multiple tabs. Normally, you can slide the tabs left and right etc etc right? Well, they are locked. I can't seem to move them. Although, immediately after I restart the computer though, it works perfectly fine. The browser tabs move, etc etc.

Does anyone know why this issue happens in the morning off a fresh boot, and requires a restart to fix? Any help / suggestions would be great. I am currently using Windows 10

Probably a glitch with the browser or the OS. Have you tried uninstalling the browser, rebooting and then reinstalling it off of Google Chrome's site for Chrome?

Yeah, I tried uninstalling etc, and it still happens. Not sure why. At one point, I formatted my computer, and it went away for a day or two? Then it happened again and I gave up.
