Well, your output video after encoding is 480, and it depends on what you selected as the option for upload to YouTube as well as what your playback options are in YouTube. You may have different quality options and just picked 360 to view.

Youtube will never upscale is why.

If your output is 720x480 (which is very unusual in of itself) it will downscale to 360p. 480p for youtube is 854x480.
