Why are my frames so low?

Current setup:

OS: Win 7 home
CPU: Intel core 2 quad q9400 2.66ghz
RAM: 5.0 GB
GPU: Geforce GTX 260 w/ 896 mb
PSU: 750 watt
Mobo: nForce 780i SLI
Display: 23.6'' 1080p

It's a few years old now but should I really be getting 15 fps in Saints Row 3 on low settings?

Drivers are up to date. Temperatures are more than ideal.
