Why are my frames with a GTX 1070 so bad?

I recenly got a new GTX 1070 Strix and to my disappointment it isn't even running 60 frames in easy-to-run games like League of Legends. The GPU and CPU run at fine temperatures. I run League at around 50 FPS??? This is worse than my old 750ti, which makes no sense to me. My specs are GTX 1070 Strix (current drivers: 378.49), i7 4790k 4.00 GHz, 16 GB RAM G.SKILL Ripjaws X, 1tb Hard Drive (around 230 GB free), 700W power supply, Win 10 64-bit. I keep the TweakII settings at a regular Gaming Mode.

In original post you just said 700w psu, so say a 700w seasonic gold GPU and a 700 w apevia are two very very different things.

I would reset motherboard to completley factory setttings and see what that does (after you try removing nvidia drivers with DDU and reinstalling as suggested by Herc08).

New to this kind of stuff, sorry! But how would you recommend resetting the motherboard to factory settings?

Alright, well I reset to factory settings and I still have framerate issues. I just don't understand in what situation my 1070 would be worse than a 750ti

I reset the motherboard to factory settings and it did absolutely nothing, extremely disappointed with this performance.

Questions: What resolution are you playing? Are you streaming this game play with OBS? (important question). What are the precisely CPU & GPU temps and utilization during game play?

By the way, isn't LoL an extremely CPU dependent title. I've read, but not confirmed, that is only uses two physical threads of any CPU. Regardless, I'm not impressed that the FPS didn't increase when you upgraded to the 750 Ti to GTX 1070. However I am very surprised that you're experiencing only 50 FPS under either GPU; that clearly wrong.

Actions needed: In addition to answering my questions, please check your graphics settings for the game and see if you have v-sync enabled and also if a FPS limit is set in the game. Thanks.

I'm curious, you said that the games run worse than before, but how much worse? If the FPS are only a little worse, then the problem is with the rest of your system, as LoL should be getting much higher FPS than that with either GPU. Rather than focusing on the GPU, we'd be checking other things.

With the 750ti, the game was running solidly above 60 FPS without stuttering (no precise number, sorry!) However when I upgraded to the 1070 the game stutters. It is still playable, however I didn't spend more money to get lower performance. As for the rest of my system, I will check my CPU temperature and usage during the game and see what happens. The other parts should be fine but tell me any possible issues that could happen with them, thanks!

Okay I cannot believe that I haven't checked my CPU usage and temperature yet, however I'm now realizing that even when idle on my desktop it is running at 100 degrees Celsius! My guess is that I need some sort of better cooling system so I will be getting one of those. Thanks!

Look at this chart. Your 750ti should have been way above these numbers, if not, the problem is with the rest of your system. Most likely an overheating CPU:

Side note: I ran CAM (monitors CPU and GPU usage in case you didn't know) and my CPU is running an average of 96 degrees Celsius (I think that's pretty bad) and my GPU is running around 45 degrees Celsius.

Yeah, that is way too hot on the CPU. You need to solve that issue.

Yeah, that is way too hot on the CPU. You need to solve that issue.
