Why are my game cut scenes and YouTube videos pixelated?

For some reason all the cut scenes in my games and intro videos i.e. rome 2 are extremely pixelated and so are Youtube videos even when I put them on 1080p. But my graphics in-game are very good. I run ome 2 on max settings and still get around 45 fps in the benchmark. I would like to know if there is anything I'm doing wrong that is making my videos low quailty.

my rig is a intel i7 4770k, 16gb of ram, a gtx 770 4gb, windows 8.1 64, and a 22' viewsonic 1080p led monitor.
 
Make sure you are up to date with your GPU drivers.

Make sure you are running YouTube in the quality of your TV, or the highest quality your internet connection can handle. (Post a speed test.)

Also make sure the Windows resolution is set correctly. (Let me know your Windows Resolution.)
 


I have the latest Nvidia drivers installed. I run the quality at 1080 and my internet can handle it. I have 6mbps. And my screen resolution is 1920 by 1080
 


Well that's YouTube I know high quality videos should look better than that. And the games with the bad cut scenes I'm referring to are Rome 2, Civ 5, and Spec Ops: The Line. Rome 2's intro video is so pixelated it looks like it's running at 240p. I don't know if you have the game, but I'm sure that's not normal.

well now i tried updating adobe and it won't play youtube videos anymore in chrome, but in firefox it does, but in bad quality
 
im going to go ahead and bump this. im having the same issue as well. i can game in 1080p and it looks fantastic on my gtx 770, but for some reason watching HD video on youtube looks 480p. gameplay videos look especially bad. this only happens when im watching video playback though, and it kind of bothers me that i cant watch videos in HD on my pretty high end rig. ive updated all of my drivers, adjusted resolution, tried different browsers, all that stuff.

OP, have you had any luck fixing this?
