Why Are My Games Lagging??

I recently just got a new graphics card a Sapphire hd 7870 oc 2gb GHz edition
and ive been trying out some games to see what it's like when i play gta iv i put my graphics to the second highest and i still get lag spikes and the frames don't go over 35fps in less demanding games like valve games its fine but if it changes levels my computer freezes for about 30 seconds and i can't do anything like ctrl+alt+delete or alt+delete
incase your wondering my pc specs are
PSU: Corsair cx600
CPU: AMD FX-4100 Quad Core 3.6GHz
RAM:6gb ( i don't know the make)
HDD: 1TB P.S i have all latest drivers for everything and i uninstalled my old Graphics Card.
 
best thing to do to check that its not a driver issue is to download driver fusion and install it and grab the latest amd beta drivers.

uninstall old drivers and do not restart.
run driver fusion and do an amd driver clean then restart.
install latest driver using a custom install, only install the display driver and hdmi audio driver and untick everything else unless it is required, dont even install catalyst control centre.

download and install ccleaner, run the file cleaner and then run the registry cleaner multiple times untill it detects no errors.

see if this helps first.

Getting low FPS on GTA IV is normal.
The game is poorly optimised and requires a lot of multithreaded performance in order to run well. Your CPU just can't handle it.
As for loading, your HDD is probaby just running at 100% and there isn't much you can do about it.
