Question Why are my textures flickering in-game?

Hello!

I didn't seem to get a response asking this elsewhere, so I hope you'll be able to help me here! I built my PC a couple weeks back. It has been working well and all problems I have been able to fix with some help from the internet. There's a couple problems I haven't been able to fix, however.

First of the two problems has been happening since the first days of gaming on this PC, but I was able to correct it at first somehow. I first started having some occasional texture flickering in CS:GO. It wasn't as bad at the start and that clip is only from when it's at its worst. Now as of two days ago it has been getting worse, to the point of literally unplayable (as in the clip and worse). I played CS just before writing this, and noticed that it seemed to get worse over time. I started without any flickering or only flickering when picking a team or looking at the scoreboard, and ended up with a mess on my screen. It also disappeared at some point randomly.

The second problem is PUBG crashing. This one probably started as I was playing with the drivers trying to fix the first problem. When this started happening, my PUBG kept crashing after being <1 minute in the lobby. I tried everything I could find, from verifying the integrity of game files to installing different drivers. What helped me for a bit was capping my FPS to 60 in the lobby as well as in-game, but it still crashed in-game after landing.

From what I understand the problems are GPU related. Not sure though. I hope they are related to each other and don't require a change of the GPU.

CPU: Ryzen 5 2600X
GPU: Sapphire Radeon RX580 Nitro+
Motherboard: MSI B450 Gaming Pro Carbon AC
PSU: Seasonic M12II Bronze 620W

I'll also list a few things I've tried:
  • Uninstalling and installing drivers
    • From the video drivers to the chipset and so on
  • Giving more RAM to games (PUBG, crashed either way)
  • Checked Display Port cable, tried a HDMI
  • Reseated the GPU whilst installing a new cooler
  • Messed with game settings
Any other ideas?

Edit: I just underclocked the GPU's core to 900 MHz. It seemed to fix the problem. Is it okay or should I contact someone for faulty hardware?

Maybe a video card issue, maybe power supply. Power supply is good quality but older design. Contact Sapphire support, tell them what is happening.
I had that idea, but I think they said on Sapphire's page that it's a good idea to contact the retailer first, so I did that with a request to get a refund. If I am not able to, I'll contact Sapphire!
