Question Why are my Zotac 1080 fans turning on-off in a continuous loop ?

Happy newyear! As the title states I have issues with this zotac card's fans. They keep turning on for a brief moment then turns off and repeats.
When playing intensive games (~80% load) it's staying around 60 degrees so thankfully it's not overheating but it sure is ANNOYING listening to! Anyone have any ideas?
