Why are some folders highlighted in blue and others black

I have been trying to remove empty folders but even as admin I keep getting msg. that I need permission to remove folders highlighted in blue

They would be systems folders that you're not meant to fiddle with and they are trying to protect you from yourself.

I tried everything and then I figured it out..I tried right click on empty desktop, then tick view small, large or medium ..or try to vice versa.. if not try to uncheck or check the auto arrange icons & align icons to grid. Hope this work!!
