Why are the fans on my laptop always passive?

Since I've installed Windows 7 the fans on my laptop are always not working/running very slow.The CPU runs at 60-65 Degrees at all times, but the laptop feels more like 80 on my laps.It's an HP 6735s I know it's old.How do I control the speeds of my fans?
P.S The power plan is set to Active.Still not running faster.And yes I can use speedfan but it doesn't let me change the speed.
 
does speedfan work on your pc?

you might be able to tweak fan behavior from windows power option.
in win 7:
Control Panel\All Control Panel Items\Power Options\Edit Plan Settings
then click "change advanced power settings"
scroll and go to "processor power management" > "system cooling policy" > select "active" >apply and get out.
your pc might have it's own power plan as well as cooling options in the bios. for bios settings you'll need to access the bios during startup.

also, check your pc for dust. if the vents and cooling subsystem is clogged, spray a little compressed air from a can..of compressed air to clear out the dust..

If it seems like the fans do not always run, it's because they probably don't. If you go into power options, change plan settings, change advanced power settings, scroll down to processor power management, system cooling policy is the setting to change that.
