Why are the RX 470 prices so large?

Hello everyone,
I'm doing research to find the right gpu for a new budget gaming pc. The budget I'm working with is trying to be in the sub 600 dollar range. Can I game at 45+ fps in ultra 1080p at this budget? The cpu I'm going to buy is the Amd Ryzen 1400, and I'm deciding whether to pair it with a RX 560, 470, or 570. The problem is, the 570 prices on PC part picker are all over 300 dollars. I fail to believe that these are correct and I've looked around on other websites, but they have either been 250+ dollars or out of stock. Can someone please link a RELIABLE website with a fair price on a 570 or even a 580. Thank you, and also is it worth the upgrade to a 570 or will my cpu bottleneck it? I guess what I'm asking is which gpu to buy and please link a good website with a decent price.

There is another mining craze going on right now. The price of all the upper mid range cards are all crap due to supply/demand issues. The very high end cards haven't been affected much, nor has the price of the lower end cards. Used prices are hit or miss depending on seller. Some people have been getting a 1050/1050TI to wait out the rise in price.
