Question Why aren’t the LEDs on my PC case and CPU cooler working?

I’m experiencing an issue where the LEDs on both my PC case and CPU cooler turn on briefly after connecting to the USB 2.0 header, but then they turn off. The PC boots normally into Windows. I’ve tried connecting them to two separate USB 2.0 headers, but the problem persists.

Here are my specs and details:
CPU:
AMD Ryzen 9 9900X

MB (updated to the latest BIOS):
ASUS ROG CROSSHAIR X870E HERO

Cooler:
ZALMAN ALPHA2 A24
