Why Bad FPS in Almost all MMOs?

So my rig:
FX-6300 4GHz OC
R9 270 OC
8gb RAM

Every MMO I play I have a bad FPS in towns. Small or large doesnt matter. I get like 20-30 FPS. I can max out battlefield 4 just fine but I cant play Lord of the rings online at a decent FPS. My pc doesn't get above 50% usage (also no thread maxes out). My GPU usage never goes above around 35%. I've always wanted to get into MMOs but I cannot put up with the FPS. Its the same story with guild wars 2. It doesn't make any sense to me. Do they just all have horrible optimization for AMD and multithreading? everyone one is just like "oh your computer sucks so F U" Please if some one could help me fix this issue or help me understand why I will never be able to play MMOs, it would be much appreciated. Getting bad FPS in towns is normal thing in MMORPG (if it has people, less people in town, higher FPS)
Also, many games like Aion, Tera, are bad optimized. Getting a beast of PC can help but for example, i7 4770K and R9 280X will also have bad FPS in town...
Why you cannot play MMORPG cause of this? It's happening only when you are in town, all I do there is trade, chat etc...Also, same games offer you option to turn off other player's visible, which gives you better FPS with a lot people on screen. I know it sux, but blame optimizing
