Question why bios fan not start spinning?

My noctua fan connected to bios fan not start spinning .. idk why ? can you help me my montheboard is brand new and my power supply have power enought(corsair 750)

Ok .. with pictures you need to wait .. but cpu 3600x montheboard x570 aourus elite ,ram corsair vegance 3000 mhz 16gb cl15, ssd: patriot burst 120gb. gpu gygabite gtx 1050 g1 gaming, psu: corsair cx750m. i dont know what Chassis means. Os . Windows 10 pro x64bits

i solve it but now i have other problem ... it desapear the box where to check 7.1
