Why can't I get 60fps on skyrim(casual, not CE) ultra settings?

my rig:
mobo Z170 pro gaming.
Nvidia Geforce GTX 1060 6gb OC edition.
intel core i5-6600k 3.5GHZ.
16gb ram. DRAM freq ~1070MHz. NB freq ~3900MHz
windows 10 pro.
60hz monitor.

What do I need to upgrade in order to be able running skyrim ultra at 60fps? Right now I can only run it at under 60 which is way less than it should be able to handle.
All the drivers are up to date.
Not overheating. All temperature are normal.

In the launcher options, where you can individually set the quality for shadow, etc.
2 stuffs are eating the fps like lunch. They are the godray and shadow quality.
Skyrim Special Edition or the normal Skyrim? That makes a big difference.
Godrays in the SE Version tent to draw big amounds of performance. Are you playing in FullHD or in 1440p or in 4K? CPU Usage is not really importnant as skyrim is a game that needs almost no CPU power and depends heavily on GPU
