Question Why can't I install an INF driver for my motherboard?

I got this pc from a cousin of mine (it already had some problems) and something has happened along the way and none of the usb 3.0 ports will work whatsoever. I found that "USB xHCI Compliant Host Controller" has an error code 10 and will not start. I've deleted and reinstalled with no changes. Looking it up, this is supposedly what makes usb 3.0? But everytime I try to install the INF driver (hoping that does literally anything) it simply won't. It's an Asrock B75M-DGS motherboard with an Intel Core i5 3570K CPU running Windows 10 64 bit. It's an old motherboard so I'm guessing maybe they dropped support?
