Why can't I play high bit rate 4k video?

Hello, I've been trying to figure out why I can't play high bit rate 4k videos, like 30-60 megabits/sec on my pc in VLC, the videos skip and have a white screen . I can play 4k videos with bit rates of 3 megabits in VLC. I use WD 1tb blue HDD's, Is it my cpu or hdd causing a bottleneck?

My specs:
24gb ram
I5-4690k (not oc'ed)
4 1tb WD blue hdd
Msi z97 g5
2 Msi 980ti 6gb sli
Asus 4k monitor

Ah, it was my cpu that was bottlenecking me.
