Why can't i run Assassins Creed: Unity at 60 FPS?

I have seen people run Unity with lower rigs than mine and reach 60+ FPS, but for some reason, my rig run's Unity like a toaster with a USB Port. These are my specs.

Graphics Card: GTX 970 OC
Processor: I7-4790k 5 GHz
RAM: 16 GB
Memory: 3 TB HDD 250GB SSD

I am able to run Dying Light, Watch_Dogs, and H1Z1 like a charm, but this game for some reason hates me. I can somehow run it at highest with for more FPS than lower settings. I don't know what is going on. I would be awesome if someone could tell me what is wrong and how to boost FPS.
 
First of all, make sure that your graphics card has the latest drivers. 5GHz overclock on a 4790k is pretty extreme, what cooler are you using and are you sure that it is not overheating and that the overclock is stable? Try using GeForce Experience to optimize the game and see if anything improves.
 


The game looks good and is fun to play however the requirements are very high.

@ 1440p ultra settings with FXAA my Titan X is doing the Job...
