Why can't i run Black ops 3 at max settings with a i5 4460 and a gtx 970?

I have a pc with a i5 4460 CPU and a GTX 970 graphic card, and i dont understand why i cant run Black ops 3 on max settings... is it the CPU?

Any tips for what to turn on and off in the graphics in bo3?
 
Solution
Try max settings, but remove any AA (anti-aliasing) settings, the visual quality will remain, and it will stress your GPU much less.

Monitor your GPU and CPU usage. I've only played a little BO3 using a 4670k and 780 @ 1080p but from my experience it looks like a gpu heavy game and the 970 cant max all games out today, only nearly max all games and I suspect BO3 will be another it cant quite max out especially as its so important to get high average and minimum fps

I have combines your suggestions. I turned off anti-aliasing seems to be a good decision, cant run on max tho with that turned off, but i have everything on high, no anti-aliasing and i turned off the problematic things he said in the video :) It looks very good! :) Thx for answers
