Solution
Internet Requirements
GeForce NOW requires at least 15 Mbps for 720p at 60fps and 25 Mbps for 1080p at 60fps.
You’ll need to use a hardwired Ethernet connection or 5GHz wireless router.

PC Hardware Requirements
Dual core X86 CPU with 2.0GHz or faster
4GB of system memory
GPU that at least supports DirectX 11: NVIDIA GeForce 600 series or newer, AMD Radeon HD 3000 series or newer, Intel HD Graphics 2000 series or newer

It's your GPU.

NVIDIA NVS 3100M is a Quadro GPU and not GeForce GPU. Quadro GPUs are designed for business use while GeForce GPUs are designed for gaming use. Also, your GPU doesn't support DirectX 11. Max what it supports is DirectX 9. And that's not all. Today's gaming GPU's have 1500+ CUDA cores in GeForce GPUs. The Nvidia NVS 3100M has only 16 CUDA cores. That GPU has about 1% of the power a standard GeForce GPU has. So if you can open Solitaire or Minesweeper, you're doing well. Best it can do is running pre- 2009 games on 1024x768 on low settings,

Just because your OS supports DirectX 12 doesn't mean your hardware supports it as well.

You many not agree with me or the fact that NVIDIA NVS 3100M has support for DirectX 9 (or DirectX 10.1 according to the review above), while Nvidia GeForce Now at minimum requires DirectX 11, but even without that, with only 16 CUDA cores in that GPU, you won't be running any games supported in GeForce Now.
