Why Can't Nvidia Make Dual 980Ti like Dual Fiji?

Okay so I always am confused over this. Is the Dual Fiji really 2 Fiji's in one or is it one card with the capabilities of two Fiji's? Also, how do they just make 2 cards in one like that? And why can't Nvidia just do that, combine 2 980Tis and then call it the Dual 980Ti to compete?

Solution
It seems that nvidia have not much interest in making dual gpu since 690. Yes there are titan z but they priced then at 3k. It seems they don't really want to sell GK110 for cheap. Also Bossyfins have points about marketshare. The point of having the 'fastest gpu on the planet as a marketing bullet to show you're better than your competition (and hoping consumer buy the mid range and low end because your prodcut are associated being the fastest). as it is nvidia aware that they don't need fastest dual gpu to gain market share. But i imagine they still care about having the fastest single gpu crown.
Yes, AMD really has, to be released later this year. Right in-between the GPUs there is PLX chipset which works as interconnection between the two processors, that is how they do it. Because they don't need or want to right now, but just may a bit later.

then both GPU will dug it out OC vs OC. can't say anything about Fury but there are already rumor talking about custom 980Ti with the base clock of 1.2Ghz being made.

I mean if the dual gpu ever exists, the length wouldnt fint most cases.
The normal 980ti would just fit cases with 280mm+ clearence :)

and nothing stopping nvidia to opt the same solution that AMD did with 295x2. there are already titan x with hybrid cooling solution. but regardless it is a segment where mostly exist as for marketing purpose. for AMD they don't care how much power required as long as they have the fastest title. there are reason why 295x2 was heavily discount.
