Fans are usually made to he same specs. When you ask a manufacturer/supplier of fans to redesign it, it takes a lot of resources in terms of R&D, which doesn't come cheap. If you're the only brand with a fan design that's unconventional, you'll be the only one in the industry charging a premium. At that point it's either to spell success or disaster for the product(and eventually the brand). brands tend to take risks where they see an opportunity to recover the money spent.
I'm not going to cover on the need to reverse the PCB in order to accommodate for the CPU cooler and also to adjust everything else in the case when you build a system, i.e, going back to the drawing board with all the other parts specs/dimensions to have a beefy cooler facing the top of the case, another user can touch up on it.
