Why do i experience stuttering during game with a stable system?

Every time i play a game it runs smooth at the beginning then i notice i have minor stuttering. This includes games that are optimized and not optimized.

What did i do wrong



My Build is
GTX 1080 MSI
Ryzen 1600 OC at 3.8 - voltage = 1.35
MOB Asus Strix 350B - F
550W PSU from corsair
1x 140mm fan
Ram Corsair vengeance 16GB 3200MHZ they came at stock lower frequencies but i did overclock them and tested them for stability.

Tempratures:

GPU :
Idel= 30C
Overload= 60-71

CPU: Using stock cooler Ryzen Wraith Spire
Ideal= 30C
Overload= 76C

 
You probably have sufficient RAM to not swap, but if something else is using the hard drive while anything loads you will get stuttering. Defrag, windows update, file indexing, antivirus checking...any of that will be an issue. Do you see your hard drive light flickering when this occurs?

Nothing is running in the background. I did monitor things like fps and memory usage and their are low in usage.

No it does not flicker. I have don't allow anything to run in the background plus the PC is new i build it recently and extensively ran stress tests and stability tests. I might have a theory and it could be the SSD i got is cheap not sure if that matters as the speed write and read are equal to a Samsung EVO 960.
