Question Why do I get such bad frames for my hardware?

I recently installed water cooling (AIO) to help my terrible temperatures of 60-70 idle and 85 (max temp) while playing games. My CPU is running at a stable 4.2 Ghz. I also have an RTX 2070 Super and 16gb of 3200mhz G.Skill Trident Z RAM, but modern warfare runs at 70-100 fps hardly ever going above unless looking at the ground or sky. I thought water cooling would fix it because I assumed it was thermal throttling but clearly that isn't the answer. I've updated BIOS to the newest version, updated my chipset, I have all of the last Nvidia drivers installed and everything set to maximum performance in my windows power settings and Nvidia control panel. I hear about people getting way more fps on way worse builds so I'm at a loss here. If anyone can figure out what my problem is that would be great.

RTX 2070 Super

Ryzen 7 2700x - OC to 4.2 Ghz

G.Skill Trident Z 3200mhz

Modern warfare is running off of my Samsung EVO SSD 500gb
