Why do I keep getting low fps on games even on low settings?

I look up the minimum requirements and I exceed them or atleast come very close to it. I have 8gb ram intel hd graphics sandy mobile 2.2ghz b960. Games I have issues on are cs go, mw2, gmod, cod waw and warface. I go on game debate and it tells me I can run them on low. I still have fps range from 7-20fps. I only get 30-60fps if im in the menus. i put everything on low and still have a bad frame rate.

You have a dual core from 2011, and it's a slow one, and you're using Intel graphics which in that generation were terrible for gaming.

The 'minimum requirements' listed by game publishers and developers are usually exactly that, the minimum to get the game running and functional. Playable is a whole different story.

My suggestion is to run the games in Directx 9 mode or even 8 if the game allows it. Reduce the resolution as low as you can tolerate. Make sure your notebook power settings are for maximum performance and not in some battery saving mode. Run the notebook off AC power and not battery power when you're gaming. Check to make sure you have everything updated, all drivers and Windows. Shut off any programs you don't need...

I havent tried running in Direct 9 mode. Also gmod is fairly playable 20-30fps.
